The outage threatens critical patient care and sanitation, forcing medical personnel to perform labor-intensive tasks to replace basic utility services.
Heavy rainfall caused extreme water pressure that cracked the hospital's basement walls and forced open doors [1]. This breach flooded the basement level [2], which houses the facility's water supply lines. The resulting damage broke the main line, leaving the hospital without running water.
Asahi Harumi, the hospital's office manager, described the intensity of the breach. "First, cracks appeared due to water pressure, and then the water pressure pushed the doors open and water entered," Harumi said [1].
The scale of the flooding was significant. One staff member reported that the floodwater reached the height of their head, which is 152 cm [1]. The sudden failure of the infrastructure has left the staff struggling to adapt to an environment where standard emergency protocols were insufficient.
"It seems that the common sense we have had until now no longer applies," Harumi said [1].
Hospital workers are now transporting water by hand to ensure that patients receive necessary hydration, and that hygiene standards are maintained. The manual transport of water is a temporary measure while the facility assesses the damage to the basement infrastructure and works toward restoring the supply line.
