Heavy rain in Chiba Prefecture caused a single location to flood twice within a two-hour period on Wednesday [1].

Akira Tanaka, a crisis-management disaster-prevention advisor and former member of the Tokyo Fire Department, visited the site to assess the damage. Tanaka said the water reached depths of 15 to 20 centimeters [2].
The flooding occurred because concentrated rainwater flowed into drainage ditches that could not process the volume fast enough [3]. Tanaka said that while drainage ditches are located every few meters, the system was overwhelmed [2].
