The damage to underground canals, which route water from the Hikawa River to the fields, has created a crisis for rice farmers during a critical growing period.
Kumamoto prefectural officials are implementing emergency measures to bypass the broken pipes. These efforts involve dropping agricultural water into drainage channels and then pumping it back into the irrigation canals [1]. However, these temporary measures have not restored full service to all affected areas.
Officials said the recovery process is being slowed by a lack of available contractors. One official said contractors are difficult to secure because they are currently engaged in other public works projects [1].
Local farmers are expressing growing desperation as the timeline for full restoration remains unclear. Katayama Hayato of the Hikawa Land Improvement District said many farmers are beginning to give up on their crops. "Many are thinking, 'Maybe rice is just impossible now,'" Katayama said [1].
