Quebec and Newfoundland Labrador have reached a new agreement regarding the Churchill Falls hydroelectric project to increase energy procurement [1, 2].
This deal is critical for Quebec as it seeks to ensure a stable power supply and expand its energy capacity to levels comparable to the James Bay project [1, 3].
Premier Christine Fréchette and Hydro-Québec CEO Claudine Bouchard coordinated the deal alongside Minister Bernard Drainville [1, 2]. The agreement was scheduled for signature this week in Newfoundland Labrador following a visit by the premier [3].
Under the terms of the new arrangement, Quebec may potentially purchase up to 10,000 MW of electricity [1]. This expansion of capacity is intended to reinforce the province's energy security, while providing a strategic advantage ahead of the provincial election campaign [1, 3].
The current deal builds upon a 2026 framework that established a tiered pricing structure for energy. Under that previous agreement, the average price for existing production from Churchill Falls was 4.4 cents per kWh [4]. New projects under the 2026 deal were priced higher, at an average of 11.1 cents per kWh [4].
When combining these two streams, the average price under the 2026 agreement was six cents per kWh [4]. The current negotiations aim to leverage these existing foundations to secure the higher volume of power required for Quebec's growing needs.
Officials said the agreement represents a strategic shift in how the two provinces manage the long-standing hydroelectric partnership. By securing a larger share of the output, Quebec aims to mitigate risks associated with energy shortages as demand increases across the province [1, 3].
