EU High Representative for Foreign Affairs and Security Policy Kaja Kallas warned that Europe must not fall into Russia’s “trap” regarding Ukraine negotiations.
The warning comes as the European Union struggles to form a unified front on how to handle Moscow. If the bloc allows Russia to dictate the terms or the leadership of the talks, it risks being manipulated into granting concessions that compromise European security.
Kallas said that calls for Ukraine to cede territory to Russia risk playing into a “trap” set by Vladimir Putin. She said that the mandate of the negotiations is more critical than the individual leading them, stating, "The mandate matters more than the person; we must not let Russia dictate who leads the talks."
Internal divisions remain within the bloc. Kallas said the EU has not yet agreed on a common approach to negotiations with Russia. However, EU ministers are scheduled to discuss possible negotiations with Russia later this month.
This diplomatic tension centers on the fear that Moscow uses the negotiation process as a tool for extraction. Kallas said that Russia could use the process to secure concessions while maintaining its strategic advantages. The EU foreign-policy chief believes that avoiding manipulation is essential to preventing a scenario where Putin is seen as winning through European fragmentation.
Kallas also highlighted broader security concerns for the region. She said it is in Europe's security interest that Russian troops are not present in Georgia and Moldova, suggesting that the conflict in Ukraine is part of a larger pattern of Russian aggression across Eastern Europe.

The tension between the EU's lack of a common negotiation strategy and the upcoming ministerial discussions suggests a fragile diplomatic environment. By framing the negotiation process as a 'trap,' Kallas is attempting to prevent member states from pursuing bilateral or fragmented deals with Moscow that could undermine Ukraine's territorial integrity and the EU's collective bargaining power.
