Residents of Chellanam in Kerala's Ernakulam district held a dharna on Saturday to demand progress on a protective seawall before the monsoon arrives.
The protest highlights the vulnerability of coastal communities to sea incursions, where delays in infrastructure projects can lead to the loss of homes and livelihoods during seasonal storms.
The Chellanam–Kochi Janakeeya Vedhi, a local protest group, is escalating its campaign to pressure authorities to complete Phase II of the seawall construction [1]. This agitation has lasted for more than 2,308 days [1]. Residents said the lack of a completed barrier leaves them exposed to the elements as the monsoon season approaches.
Phase II of the seawall was inaugurated in March 2024 [2]. However, the project remains in limbo, leaving the community to brace for rough weather without the promised protection [2]. The frustration among locals stems from a cycle of promises and incomplete work that has spanned several years.
"We thought this would finally be the year we could stay in our homes without fear, but now it feels like we are heading into another monsoon unprotected," Laila Xavier Eerassheri said [2].
The protesters are demanding an immediate timeline for the completion of the barrier. Without the full structure, the community fears that high tides and heavy rains will cause the sea to breach the coastline, potentially flooding residential areas and destroying local property [1].
The ongoing struggle in Chellanam reflects a broader tension between government infrastructure timelines and the immediate physical threats faced by coastal populations in India's southern state.
“This agitation has lasted for more than 2,308 days.”
The situation in Chellanam underscores the critical gap between the inauguration of public works projects and their actual operational completion. For coastal residents, a project that is 'inaugurated' but not finished provides no physical protection against climate-driven sea incursions, turning infrastructure delays into an existential threat during the monsoon season.
