President Sergio Mattarella attended a ceremony at the Bosco delle Querce today to commemorate the 50th anniversary [3] of the Seveso chemical disaster.
The event marks a pivotal moment in industrial history, as the tragedy led to the creation of strict European regulations regarding the management of hazardous substances.
On July 10, 2026, at 12:37 local time [1], a reactor at the Icmesa plant, owned by Hoffmann-La Roche, lost temperature control [1, 2]. The reactor heated above the safety limit of 156 °C [2], causing trichlorophenol to convert into the highly toxic dioxin 2,3,7,8-TCDD [2, 4]. This chemical was released into the atmosphere in a toxic cloud.
The contamination affected the town of Seveso and the municipalities of Cesano Maderno and Desio [5]. The disaster forced the evacuation of residents and led to long-term environmental remediation of the Lombardy region [5].
During the commemoration, Mattarella said there is an ethical necessity of prioritizing human life over profit. He said there should be "no scambio tra costi umani e vantaggi economici" — no exchange between human costs and economic advantages [3].
Mattarella also said that the legislative response to the crisis "fu svolta per sicurezza ambientale" — was carried out for environmental safety [2]. Addressing the younger generation during the event, he said, "Ai ragazzi affido il futuro" — to the young people I entrust the future [2].
The ceremony served as a reminder of the risks associated with industrial chemical production and the importance of rigorous safety protocols to prevent similar atmospheric releases.
“"No scambio tra costi umani e vantaggi economici"”
The Seveso disaster is the namesake for the 'Seveso Directives,' a set of European Union regulations that require industrial plants to identify major accident hazards and provide public information. By commemorating this event 50 years later, the Italian presidency reinforces the precedent that industrial economic growth cannot supersede public health and environmental security.
