President Volodymyr Zelenskyy published an open letter to Russian President Vladimir Putin on June 4, 2024 [1], urging an immediate end to the war.
The appeal represents a high-stakes attempt to open a direct channel for leader-to-leader negotiations as the conflict continues to inflict heavy casualties on both sides.
Zelenskyy proposed a personal meeting to discuss the cessation of hostilities and the termination of the war. In the letter, he said, "Enough of the war – I propose a personal meeting and an immediate cessation of hostilities."
The Ukrainian president also outlined specific humanitarian demands. He called for an "all-for-all" prisoner exchange, and the immediate return of children who were abducted during the conflict. To facilitate these discussions, Zelenskyy said that Ukraine is prepared to completely cease fire during the negotiation period.
While offering a path toward peace, the letter included a stark warning regarding the future of the Russian leadership. Zelenskyy noted that the Russian armed forces have suffered severe losses and said to Putin, "You will have to fight much harder for your own existence."
The letter was first shared on President Zelenskyy’s official YouTube channel before being disseminated through various Ukrainian news outlets. The move seeks to pressure Russia to halt its military operations by highlighting the unsustainable cost of the invasion.
Zelenskyy emphasized that the current trajectory of the war is detrimental to the Russian state. By proposing a direct meeting and a comprehensive prisoner swap, the Ukrainian leader is attempting to shift the diplomatic momentum toward a resolution that includes the return of displaced persons, and captives.
“"Enough of the war – I propose a personal meeting and an immediate cessation of hostilities."”
This public appeal functions as both a diplomatic olive branch and a psychological operation. By proposing a ceasefire and a meeting, Zelenskyy positions Ukraine as the party seeking peace to the international community, while the warning about Putin's survival leverages the reality of Russian military losses to create internal pressure on the Kremlin.
