President Luiz Inácio Lula da Silva (PT) said the "Novo Desenrola" program will help indebted Brazilians renegotiate credit and loan debts [1].
The program represents a significant federal effort to stabilize household finances by reducing the burden of high-interest debt while addressing the rising influence of online gambling on personal solvency.
According to the federal government, the program is scheduled to launch on Monday, June 3, 2024 [3]. The announcement was previously made on Thursday, May 30, 2024 [2].
Participants will be able to renegotiate various types of debt, including credit-card balances, personal credit, cheque-especial, and FIES loans [1]. The government has set an interest rate ceiling of 1.99% for these renegotiated debts [0]. Additionally, the program offers discounts ranging from 30% to 90% [0].
A key condition of the debt relief is a restrictive measure regarding online gambling. The government said it will impose a one-year lock on betting-site accounts for those participating in the program [4].
This measure aims to prevent citizens from accumulating new debts through gambling while they are in the process of recovering their financial health [1]. By combining debt forgiveness with a ban on high-risk betting, the administration seeks to create a sustainable path toward financial stability for the country's most vulnerable borrowers.
“Interest rates for renegotiated debts will be capped at 1.99%.”
The Novo Desenrola program signals a shift in Brazilian public policy by explicitly linking financial recovery to the regulation of online gambling. By mandating a one-year ban on betting sites, the government is treating gambling-induced debt as a systemic risk to the efficacy of debt-relief measures, attempting to break the cycle of borrowing to fund bets.
