The gridlock centers on Prefectural Road 8, known as the Funabashi-Abiko line, and nearby National Route 464 [1, 2]. These roads serve the cities of Funabashi, Abiko, Kamagaya, and Ichikawa [1]. The area is characterized by narrow roads and a high volume of traffic, a combination exacerbated by the presence of large facilities and dense clusters of pear orchards [1].

Local residents say the congestion is a permanent fixture of the region. One resident from Funabashi city, who was traveling to the Nakayama Racecourse, said the roads are crowded almost every day [1].

Efforts to alleviate the pressure through infrastructure projects are nearly complete. The Funabashi-Abiko bypass project has approximately 300 meters remaining to be finished [2]. Once completed, the bypass is expected to divert traffic away from the narrowest sections of the current road network [2].
