EU High Representative Kaja Kallas said the European Union is pushing for a seat at the table in talks to implement the U.S.-Iran memorandum of understanding [1].
This diplomatic push comes as ceasefire violations threaten to derail efforts to end the war, potentially destabilizing the Strait of Hormuz and accelerating nuclear proliferation in the region.
Kallas expressed concern over recent military escalations. "I have serious concerns about the recent ceasefire violations," Kallas said [2]. She noted that the exchanges of fire between the U.S. and Iran further complicate already fraught talks to end the war [3].
The EU's objective is to influence the implementation of the memorandum, which covers Iran’s nuclear programme, the activity of regional armed groups, and security in the Strait of Hormuz [1]. To address maritime safety, Kallas suggested adapting the EU’s Operation Aspides for maritime security [1].
In a call with Pakistan's Deputy Prime Minister Ishaq Dar on June 28, 2026 [4], Kallas discussed the fraying ceasefire. The EU, consisting of 27 member states [5], continues to manage its diplomatic pressure through mechanisms such as its 21st sanctions package [6].
While some reports suggest a target date of Aug. 13, 2026, for a nuclear deal [7], other sources indicate no concrete date has been established. The EU remains focused on ensuring that the final agreement addresses the security concerns of the broader international community.
Kallas said the bloc's involvement is necessary to ensure a sustainable peace that limits the influence of regional militias and secures vital shipping lanes.
“"I have serious concerns about the recent ceasefire violations."”
The EU's attempt to enter US-Iran negotiations signals a desire to move beyond a supportive role and become a primary architect of Middle East security. By proposing the adaptation of Operation Aspides, the EU is attempting to leverage its existing military assets to secure the Strait of Hormuz, ensuring that global trade is not held hostage to the volatility of US-Iran relations.
