Industry leaders recently discussed these ambitions at Zetwork's Make 2026 conference. Participants included Sharad Agarwal, CEO of Sify Data Center; Sunil Gupta, MD and CEO of Yotta Data Services; Ankush Sabharwal, CEO and CTO of CoRover.ai; and Sandip Patel, head of IBM India [1].

A primary pillar of the strategy is the scale of human capital. India's total workforce consists of approximately 600 million workers [4]. One target aims to increase the number of AI-skilled workers from 200 million to 350 million by 2030 [4].

However, the path to leadership faces significant hurdles. In June, export curbs on new models from Anthropic highlighted a gap in India's sovereign AI capabilities [3]. Some reports indicate that India's AI model output has been slow when compared to other global powers [5].

Sandip Patel said India will need a coordinated push across government, companies, and academia on skilling and policy if it wants to become an AI powerhouse [2]. While some analysts describe current efforts as too slow and too small, others argue that a coordinated national approach can bridge the existing gap [2, 3].

The strategy focuses on a combination of policy coordination and the rapid build-out of data centers to support the computational needs of large-scale AI models [1, 2].
