India's Ministry of Defence issued a Request for Proposal on Wednesday, May 28, 2024, for the Advanced Medium Combat Aircraft (AMCA) project [1, 2].
The move signals a strategic shift in India's aerospace sector by integrating private industry into the development of high-end military hardware. By opening the bidding to private firms, the government aims to reduce its long-term reliance on the state-run Hindustan Aeronautics Limited (HAL) and accelerate the privatization of defence manufacturing [5, 6].
The AMCA project is valued at ₹15,000 crore [3] and focuses on the creation of an indigenous fifth-generation stealth fighter jet [3, 4]. Three shortlisted private-sector consortiums, including Tata Advanced Systems, are competing for the contract [1, 2].
Under the terms of the proposal, the winning private partner will be responsible for building five prototypes [7]. These aircraft will be produced at a new greenfield facility located in Andhra Pradesh [7, 8].
This procurement process is part of a broader agenda to enhance domestic capabilities in stealth technology and advanced avionics. The use of a greenfield site in Andhra Pradesh allows for the establishment of a dedicated infrastructure tailored to the specific requirements of fifth-generation aircraft production [7, 8].
The Ministry of Defence said the RFP is a step toward advancing India's defence-manufacturing goals [5, 6]. The competition between the three consortiums is expected to drive innovation and efficiency in the delivery of the stealth prototypes [1, 2].

The inclusion of private consortiums like Tata Advanced Systems in the AMCA project represents a departure from the traditional state-centric model of Indian defence procurement. By diversifying the industrial base beyond HAL, India is attempting to create a competitive ecosystem that can sustain the complex lifecycle of fifth-generation stealth technology while fostering a more robust private aerospace sector.
