The All India National Public Services Employees Federation (AINPSEF) has urged the Indian government to restructure the Joint Consultative Machinery (JCM) platform.
This request highlights a growing tension between the central administration and public-sector workers who believe the current communication channels are obsolete. If the government ignores these calls for reform, it could face increased friction with a massive segment of its workforce.
The federation, which claims to represent more than 13 lakh government employees [1], addressed the request to the Union Government in New Delhi. The group argues that the existing JCM no longer mirrors the present administrative set-up, and fails to adequately represent the interests of central and state government employees [1], [2].
Rajesh Kumar, President of AINPSEF, said, "The Joint Consultative Machinery has become outdated and does not reflect the present administrative structure."
The federation is calling for a total revamp of the system to ensure that employee grievances and suggestions reach the appropriate authorities. According to the group, the current framework is insufficient for the scale of the modern public service sector.
Kumar said, "We seek a revamp of the JCM so that it can effectively channel the concerns of over 13 lakh public-service employees across the centre and the states [2]."
The request was formally brought to the attention of the government on May 25, 2024 [1]. The AINPSEF continues to push for a structure that aligns with current administrative realities to ensure fair representation for its members.
