Karnataka Chief Minister DK Shivakumar announced free bus passes for students and the creation of thousands of youth clubs Wednesday evening.
These initiatives aim to reduce financial barriers for students and improve job placement for the unemployed in the state. The measures follow the chief minister's swearing-in ceremony in Bengaluru.
The welfare package provides free bus passes to students across all levels of education, ranging from school to postgraduate studies [1]. This move is intended to ensure affordable transport for learners throughout their academic careers.
To promote leadership, sports, and culture, the government will establish 10,000 youth clubs [1]. Each of these clubs will receive funding of Rs 10 lakh [1]. The administration intends for these hubs to serve as centers for youth development, and community engagement.
Additionally, the chief minister announced the setup of a private employment exchange [1]. This system is designed to facilitate job placements by connecting unemployed seekers directly with opportunities in the private sector.
Shivakumar said the chair of the chief minister is not his own but belongs to the people [2]. The announcements mark the first set of executive decisions made by the new administration since taking office this week.

By focusing on transport, youth funding, and employment infrastructure immediately after taking office, the new Karnataka administration is prioritizing a youth-centric social contract. The private employment exchange suggests a shift toward bridging the gap between academic qualifications and industry needs, while the broad scope of the bus passes serves as a direct financial subsidy to families across the state.
