"We cannot match them if there are too many. We are limiting the number of volunteers," said Yasuaki Ogawa, secretary general of the Ube City Social Welfare Council [1].

The city has set a daily limit of 150 volunteers [1]. This restriction prevents the coordination sites from becoming overwhelmed while ensuring that those on the ground have the necessary supervision and tasks.

Local businesses are also playing a vital role in sustaining the workforce. Kotaro Takebe, owner of the Chinese restaurant Tairou, has been providing free meals to those working on the recovery. The restaurant utilizes supplies donated from across Japan to prepare the food.

"We received supplies from various places across the country, so we used them gratefully," Takebe said [1].
