Speaking July 24 at the Avibras weapons factory in Jacareí, São Paulo, the president said the need for domestic production to ensure sovereignty. He said, "Precisamos fortalecer nossa capacidade militar e a indústria nacional de defesa," which translates to a need to strengthen military capacity and the national defense industry.
Lula linked the push for military investment to a broader pattern of worldwide volatility. He said the world is experiencing a scenario of instability. This instability is driving a need for Brazil to maintain a credible deterrent while continuing to advocate for peaceful resolutions to international conflicts.
Despite the call for increased military strength, the president reiterated his belief in international cooperation. He said, "Estou convencido de que o multilateralismo é indispensável," asserting that multilateralism remains indispensable for global governance.
The visit to the Avibras facility highlights the government's focus on the industrial base of the defense sector. By prioritizing domestic manufacturing, Brazil aims to reduce reliance on foreign military technology, and hardware during periods of global tension.
Lula has previously discussed the precarious nature of current global relations, suggesting that the absence of strong multilateral frameworks allows a more aggressive approach to prevail in international affairs.
