The National Council of Educational Research and Training revised the Class 9 [3] Social Science textbook to include new content on India's political history.
These changes reflect a shift in how students learn about democratic challenges and governance. The modifications align with the National Education Policy 2020 [2] to update the national curriculum.
The revised textbook, released June 13, 2023 [1], introduces a section on the 1975 [1] Emergency. This content is placed under the topic “Challenges to democratic practices in India” to provide more detailed coverage of that period [1]. Additionally, the council added information regarding the Election Commission’s Special Intensive Revision, known as SIR [1].
While the council added these historical details, other sections were removed. The new edition omits references to the Constitution’s preamble, and mentions of secularism [3].
Reports on the history of the Emergency chapter vary. Some sources state the chapter is a new addition to the 2023 revision [1], while other reports suggest the topic has been taught since 2007 [3].
The council said the updates were intended to ensure the curriculum remains current and comprehensive for students across India [1].
“The new edition adds a section on the 1975 Emergency and the Election Commission’s Special Intensive Revision.”
The removal of the preamble and secularism references alongside the expanded coverage of the Emergency suggests a recalibration of the civic education framework. By emphasizing specific administrative processes like the SIR and the failures of the 1975 Emergency, the curriculum shifts focus toward the mechanics of democratic challenges and electoral management.
