Ontario Appoints Administrator to Conestoga College After Audit

The Ontario provincial government appointed Linda Franklin as administrator to lead Conestoga College following an audit that revealed significant financial misuse.

This intervention represents a rare and drastic move by the Minister of Colleges and Universities to strip a public institution of its governing board. The decision follows evidence that the college failed to maintain basic financial oversight and governance standards.

An external audit uncovered a series of governance failures and spending irregularities at the Kitchener-based institution. Among the findings was a 55% pay hike ^[1] for senior staff members. The audit also identified a $3 million ^[2] severance payout to a former executive, and the use of funds for ineligible hospitality expenses.

In response to these findings, the provincial government removed the college board to ensure immediate oversight of the institution's finances. Linda Franklin now holds the authority to manage the college's operations while the government determines the long-term path for its leadership.

Critics of the current transparency levels have called for more openness regarding the audit's specific details. Leopold Koff said, "If we are going to rebuild Conestoga College as a responsible public institution, the results of that audit need to be made publicly available immediately."

The provincial government has not yet released the full audit report to the public, though it cited the document as the primary driver for the appointment of an administrator. The move aims to stabilize the institution and prevent further misuse of public funds.
