Deputy Paulinho da Força (Solidariedade-SP) said the dosimetry bill aims to grant broad amnesty to participants of the Jan. 8 [2] anti-democratic acts.
The statement highlights a potential legislative effort to shield political allies of former President Jair Bolsonaro from legal consequences. It suggests a strategy to achieve political goals while attempting to avoid a direct clash with the Brazilian Supreme Court (STF).
Speaking in an interview with CNN Brasil and in an audio clip published by MSN, the bill's relator said the proposal is a measure that "libera todo mundo" [3] — meaning it releases everyone. While some political narratives have presented the PL da dosimetria as a technical measure regarding sentencing, Paulinho da Força said it is a general amnesty [3].
He also addressed the role of STF Minister Alexandre de Moraes, who suspended the application of the bill. Paulinho da Força said that Moraes was cautious in awaiting resources [1] before making the decision.
The deputy said that the legislation will benefit Bolsonaro [2], but he emphasized that the process is designed to do so without affronting the STF [2]. This approach seeks to navigate the tension between the legislative branch and the judiciary over the prosecution of those involved in the Jan. 8 [2] events.
The comments were made during interviews conducted on Friday, the 19th [2], as the political landscape continues to grapple with the legal fallout of the anti-democratic protests.
“"libera todo mundo"”
The admission by the bill's relator confirms that the 'dosimetry' framing is a political label for what is effectively an amnesty project. By attempting to benefit Bolsonaro without directly challenging the Supreme Court, the authors of the bill are seeking a legal loophole to restore political rights and release prisoners without triggering a constitutional crisis with Minister Alexandre de Moraes.
