The suspect, identified as a foreign illegal immigrant operating a vehicle without a license, initially fled when police attempted to stop him [1]. Sergeant Kang Tae-young of the Gyeonggi-Siheung Police Station said the capture was made possible after a bystander noticed the suspect attempting to enter a building. "The gap had already widened... I saw a person who was commuting getting out of their car and trying to go into a building, so I asked for help," Kang said [1].
