Mayor Mat Siscoe declared a state of emergency in St. Catharines, Ontario, following severe flooding caused by back-to-back heavy rainstorms.
The emergency declaration highlights the vulnerability of municipal drainage systems to extreme weather patterns, as the city seeks assistance from provincial and federal authorities to manage the aftermath.
The flooding followed a series of extreme weather events. The first storm occurred on July 21, 2026 [3], dumping more than 140 mm of rain [1]. A second storm followed on July 27-28, 2026 [4], delivering more than 100 mm of rain within hours [2]. These events overwhelmed the city's infrastructure and flooded thousands of basements [5].
While some reports describe two extreme rainstorms, Siscoe said the situation was a sequence of three extraordinary events. The volume of water surpassed the capacity of local systems, leading to widespread damage in St. Catharines and nearby Lincoln.
"This wasn’t one isolated weather event; this was a series of three very extraordinary rainfall events that happened in our community," Siscoe said.
The mayor said the scale of the precipitation was beyond the design limits of the city's water management systems. The intensity of the rain compared the event to a tropical storm, leaving the municipality unable to divert the runoff effectively.

The city is now assessing the total impact on residential properties and public works. Local officials are coordinating with emergency services to provide support to displaced residents, and to begin the process of repairing critical drainage infrastructure.

As 'hurricane-level' rainfall becomes more common in inland regions, cities may be forced to move beyond traditional drainage upgrades toward more aggressive climate adaptation strategies to prevent recurring economic loss and residential displacement.
