Internet pioneer Steve Harmon said India’s primary advantage in artificial intelligence is its distribution infrastructure rather than the creation of frontier models.
This perspective shifts the focus of the global AI competition from technical development to market accessibility. By leveraging existing digital networks, India may be able to scale AI applications faster than nations focusing solely on model architecture.
Speaking on CNBC TV18’s "Young Turks Reloaded" program, Harmon said that the current industry focus on replicating companies like OpenAI is a mistake. "Everyone thinks the AI race is about building the next OpenAI. That’s the wrong framework," Harmon said.
He pointed to India's massive market size of 1.4 billion people [1] as a critical asset. According to Harmon, the ability to deploy tools across a vast population provides a unique competitive lead. He specifically highlighted the roles of the Unified Payments Interface (UPI), and Jio as essential components of this distribution engine.
Harmon said that while the technical context of a model is important, the ability to reach the end user is the deciding factor in commercial success. "Context is king. But distribution rules," Harmon said.
He noted that these existing payment and telecom networks allow AI products to scale globally more effectively. Instead of competing to build the most advanced large language model, India can utilize its infrastructure to implement AI solutions at a scale that few other countries can match.

Harmon's analysis suggests a strategic pivot for emerging tech hubs. If distribution is the primary driver of AI success, India can dominate the 'application layer' of the AI economy—integrating intelligence into daily commerce and communication—even if the underlying foundational models are developed elsewhere.
