Rainfall in central Tokyo reached 61 mm within a single hour, recorded around 17:15 JST [1]. The storm affected the Ikebukuro area and the wards of Itabashi, Toshima, and Kita, as well as six other wards [1], [2]. The weather system also extended into north-western Chiba and southern Saitama [2].
Authorities issued a Level 4 heavy-rain danger warning for Itabashi-ku [2]. This level of warning indicates a significant risk of serious flooding. Additionally, Level 3 heavy-rain warnings were issued for six other wards, including Toshima-ku and Kita-ku [2].
"It is 4:30 p.m. in Ikebukuro. Large raindrops have suddenly started to fall," a reporter from FNN said [1].
Meteorologists attributed the event to atmospheric instability created when warm, moist air moved into the Kanto region and combined with daytime heating [3]. This combination often triggers the development of sudden, intense thunderstorm cells.
