The Ukrainian government has updated rules for issuing driver’s licenses to bring the national system in line with European standards [1].
This shift simplifies the renewal process for millions of motorists and marks a step toward regulatory integration with the European Union. By extending the validity of certain documents, the state reduces administrative burdens on citizens while maintaining stricter oversight for commercial transport.
Under the new rules, which took effect Feb. 4, 2025 [2], licenses for passenger cars and motorcycles are now valid for up to 15 years [1]. Meanwhile, licenses for drivers of cargo and passenger transport vehicles will be valid for up to five years [1].
The Cabinet of Ministers said that these changes do not require current drivers to replace their documents immediately. Existing licenses remain valid until their original expiry dates [1]. Furthermore, the government said that no retesting is required for drivers during the planned exchange of their licenses [1].
The reform focuses on the duration of validity and the administrative process of issuance. By differentiating between private and commercial transport, the government ensures that professional drivers undergo more frequent reviews to maintain safety standards on public roads.
