Ukraine Seeks Arms Purchases From Japan Following Rule Change

Ukraine is seeking to purchase weapons from Japan after the Japanese government relaxed its restrictive arms-export rules.

This shift represents a potential new source of military hardware for Kyiv as it seeks to diversify its suppliers and bolster its defense against Russia's invasion.

The Ukrainian Defense Ministry is exploring procurement options following a policy change announced by Japan in December 2023 ^[1]. These new guidelines allow Tokyo to consider supplying defensive equipment to nations currently under attack.

"We welcome Japan's decision to relax its arms export rules and see it as an opportunity to discuss possible procurement," Ukrainian Defense Minister Oleksiy Reznikov said.

Japan's Ministry of Defense has clarified that the updated framework is designed to support international security. A spokesperson for the ministry said, "Our new export guidelines allow us to supply defensive weapons to countries that are under attack."

Japanese Defense Minister Minoru Kihara said Japan will consider any request that is consistent with its policy and the need to support peace and stability.

The pursuit of Japanese weaponry comes as Ukraine continues to manage a massive influx of international support. Since the start of the war, Ukraine has received more than $30 billion ^[2] in military aid from Western allies.

While the specific types of equipment being discussed have not been detailed, the focus remains on defensive capabilities. The move signals a broader shift in Japan's historical stance on weapons exports, a policy that has traditionally been very restrictive.
