Washington has spent billions of dollars protecting the hardware layer through the CHIPS Act, taking a stake in Intel, and implementing export controls on Nvidia [1]. However, this approach creates a strategic blind spot by ignoring the software ecosystem where open-source innovation occurs [2, 3].

Open-weight models allow developers to run AI locally without relying on expensive, proprietary cloud infrastructure. By dominating this space, China is expanding its influence over how AI is deployed globally, while the U.S. remains largely focused on a closed-model or hardware-centric approach [2, 3].

Critics of the current U.S. strategy argue that restricting participation in innovation is counterproductive. "America has rarely won strategic competitions by narrowing participation in innovation," an author for Stars and Stripes said. "It has won by expanding it" [4].

Developing a formal open-source strategy would involve supporting the creation and distribution of American-made models that are free for the public to modify. This would allow the U.S. to leverage its own vast pool of independent developers to iterate on AI capabilities faster than a closed system allows [1, 2].
