Ukrainian President Volodymyr Zelensky has sent an open letter to Russian President Vladimir Putin demanding the restoration of borders and prisoner exchanges.
This move represents a public attempt to set specific conditions for a cease-fire and the recovery of Ukrainian territory. By making the demands public, Zelensky aims to apply international pressure on the Kremlin to engage in negotiations.
In the letter, Zelensky said, "We are ready for dialogue, but only under conditions that will guarantee the full restoration of our borders and the exchange of prisoners."
Former U.S. President Donald Trump reacted to the initiative. Trump said that keeping an open letter to Putin is a step that could change the course of the conflict. While some reports indicate Trump praised the move and called for a cease-fire on May 9, other accounts describe his response only as a first reaction.
Concurrent with these diplomatic efforts, the Ukrainian military is implementing internal disciplinary measures. Ukrainian Armed Forces Commander-in-Chief Oleksandr Syrskyi stripped eight [1] military units of the right to train new recruits.
These actions occur as Ukraine balances high-level diplomatic outreach with the need for strict operational discipline within its ranks. The letter to the Kremlin serves as a public benchmark for what Ukraine considers an acceptable peace agreement, one that requires the total withdrawal of Russian forces and the return of all captives.
“"We are ready for dialogue, but only under conditions that will guarantee the full restoration of our borders"”
The simultaneous pursuit of a public diplomatic ultimatum and internal military purging suggests that Ukraine is preparing for two different scenarios: a negotiated settlement based on strict territorial integrity and a continued high-intensity conflict requiring more disciplined troop training.
